PHMSA HARMONIZES HAZMAT RULES WITH INTERNATIONAL STANDARDS
On March 30, 2017, PHMSA issued a Final Rule on Hazardous Materials: Harmonization with International Standards.
PHMSA first issued a Notice of Proposed Rulemaking (NPRM) in December 2016, in an effort to incorporate various amendments to harmonize the hazardous material regulations (HMR) with international standards. These amendments included changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements.
This final rule became effective on March 30, 2017, except for instruction 22, which becomes effective January 2, 2019. Effective dates based on compliance are as follows:
Voluntary compliance date: January 1, 2017.
Delayed compliance date: Unless otherwise specified, compliance with the amendments adopted in this final rule is required beginning January 1, 2018.
