FAA has new guidance for airports to accommodate passengers with disabilities and service animals.

FAA ADVISORY CIRCULAR OUTLINES AIRPORT ACCESS REQUIREMENTS

On December 6, 2017, the FAA revised Advisory Circular (AC) 150/5360-14A - Access to Airports by Individuals with Disabilities to ensure airport operators of civil use airports comply with the Americans With Disabilities Act (ADA) and regulations pertaining to individuals with disabilities.

Purpose. This AC helps airports to comply with laws and regulations pertaining to individuals with disabilities by: (1) identifying relevant statutes and regulations affecting airports, (2) presenting main features of those statutes and regulations, and (3) listing sources of assistance or additional information.

Cancellation. This AC cancels AC 150/5360-14, Access to Airports by Individuals with Disabilities, dated June 30, 1999.

Application. This AC applies to all airports that are operated by public entities and those that receive federal financial assistance. It implements objectives of the ADA in order to provide technical assistance to entities and persons affected by the ADA’s requirement to understand the law and implement regulations.

The AC further assists airports in providing required Service Animal Relief Areas (SARAs) by providing standards recommended for SARAs at all civil use airports. All SARA projects that are funded either under the Airport Improvement Program (AIP) or with revenue from the Passenger Facility Charges (PFC) Program must use the standards set forth in this AC.

Changes. This AC includes updates to the Air Carrier Access Act (ACAA), the final rule implementing ACAA – 14 CFR Part 382, and references to the access board; adds an initial list of Disability/Accessibility Organizations; and adds a guideline for Service Animal Relief Areas (SARAs).
