BUREAU OF INDUSTRY AND SECURITY, COMMERCE ISSUES FINAL RULE ON REVISIONS TO LICENSE EXCEPTIONS AS IT PERTAINS TO CUBA
On October 17, 2016, the Bureau of Industry and Security(BIS), Commerce issued a final rule on Revisions to License exceptions pertaining to Cuba. This amendment became effective on that same date.
OFAC ISSUES FINAL RULE ON CUBAN ASSETS CONTROL REGULATIONS
On October 17, 2016, the Office of Foreign Assets Control (OFAC), Treasury, issued a final rule on Cuban Assets Control Regulations which became effective on that same date.
FAA RELEASES DRAFT AC ON AVIATION SAFETY ACTION PROGRAM (ASAP)
The FAA recently released a Draft Advisory Circular on Aviation Safety Action Program (ASAP). Additionally, the FAA has included a draft Memorandum of Understanding (MOU). The FAA has extended the comment period to November 3, 2016.
On September 26, 2016, an Open Skies Agreement was signed between the United States and the Kingdom of the Netherlands, concerning Curaçao. This agreement comes after much negotiation between the Departments of State, Transportation, and Commerce and the Governments of Curaçao and the Kingdom of the Netherlands.
On October 3, 2016, the FAA issued an InFO on European Aviation Safety Agency (EASA) Third Country Operators (TCO) Authorization as a reminder to non-European Union commercial air operators of
the EASA-TCO authorization needed by November 26, 2016, in order to conduct operations into the EU.
On October 7, 2016, the FAA issued a Draft Advisory Circular (AC) on Community involvement in airport planning. The FAA seeks industry comments, which must be received by November 8, 2016.
A recent Airport Cooperative Research Program (ACRP) Synthesis on Helicopter noise information for airports and communities has been published and is available for download. The synthesis focuses on providing airport operators and communities with a better understanding of helicopter noise and a description of the current state of practices that are effective for managing helicopter noise impacts. This synthesis is one of three ACRP projects that have been undertaken on helicopter noise.
U.S. CUSTOMS AND BORDER PROTECTION EXPANDS ITS GLOBAL ENTRY PROGRAM
On October 4, 2016, the U.S. Customs and Border Protection issued aGeneral Notice of expansion of the Global Entry Program to Nine Additional Airports. Currently, the Global Entry program consists of thirty-nine designated airports and will increase to a total of forty-eight with the new airport additions.
